About Patrick
Representative Patrick A. Penn is a Republican serving Sedgwick and Butler Counties in the Kansas House of Representatives' 85th District since January 2021. A Christian Conservative who leads the fight for our values on the myriad social and economic issues facing Kansas and Wichita, Penn joined the active U.S. Army and served multiple tours in Iraq and Afghanistan. He graduated from Colorado State University with a degree in Sociology / Criminology and earned a Master's degree in Applied Information Technology from the Volgenau School of Engineering at George Mason University. Penn currently serves on the following important Kansas House Committees: Commerce, Labor, & Economic Development (CLED), Energy, Utilities, & Telecommunications, Legislative Modernization, and the Joint Committee on Administrative Rules and Regulations (JCARR). He also serves as the Vice Chairman of the crucial House Insurance Committee for the 2023-2024 Legislative Session. A leader and bridge builder, Patrick is an active member of the Republican Party and its affiliates, as well as several conservative and bipartisan Caucus groups in Topeka.
Helping both to raise over $1 million for the House Republicans’ campaigns last cycle and successfully defend the Republican supermajority in the Kansas House, Representative Penn has a complete list of superb ratings and endorsements from every national and statewide conservative organization, as well as the business and farming communities across Kansas. Penn decisively won reelection with overwhelming support on November 8th, 2022, and has a proven record of reaching across the aisle as he continues safeguarding a culture of Life and implementing good governance in Kansas with pragmatism, respect, and results. Patrick Penn is a dedicated husband to Talia, and father to Jaden, Josiah, Amariah, and Gabriella. His children thrivingly attend the Classical School of Wichita, and his family is proud to call northeast Wichita home.
Future Plans
Representative Penn endeavors, for the foreseeable future, to continue learning and successfully serving the great people, families, and businesses of the Kansas 85th House District in the State Legislature to both address and drastically improve the education, employment, and economic development landscape in Kansas.
Regarding any future opportunities to lead and / or serve in other echelons or capacities, Representative Penn stands ready when called upon and will always seek trusted mentorship, prayerfully consider, and then decide on the best path, especially whenever there is alignment between the direction from God, the support of his family, the will of the voters, and the consent of the People.
What makes MavPAC special?
As a member of the illustrious Maverick PAC, it has been my deep and abiding honor to help launch our Wichita, KS, Chapter of MavPAC in October 2020, as well as join the national organization! MavPAC is special because it is a people PAC, not a policy PAC. Our members rally around the common goal of supporting and electing great, viable Republican candidates for federal office, especially our generation. I remain excited about our shared mission to elect center-right, business-oriented candidates for Congress, as well as develop our MavPAC members into the next generation of leading conservative donors, operatives, and candidates!
As a 2021 Recipient of the Future40 Award, not only have I been afforded ample and exclusive opportunities to meet, connect, and collaborate with some of our nation's most exciting conservative young professionals across a variety of industries, but I have also networked with an outstanding bevy of focused and accomplished members who are the vanguard of tomorrow's national and industrial leadership. I am humbled to be counted amongst our dedicated ranks, and know that each year, we add more proven, tested, and capable Future40 Recipients who are answering the call and will make tremendous, positive, and lasting marks on the fabric of our nation.

Coming to a Mavericks Conference (MAVCON) is like attending a family reunion! To have the opportunity to see, catch-up, and network with our high-achieving and accomplished members is wind in the sails for so many of us who are fighting the good fight; it helps to know you have family and battle buddies to your right and left that are persevering, enduring, and succeeding alongside you. Also, the Conferences are an amazing opportunity to gain access to and build relationships with elected officials, national thought leaders, and high-profile CEO's through informative and exciting -- but low-dollar -- events, graciously put on by the Maverick PAC team.
