Jessica Hart Steinmann - Class of 2017

About Jessica

Jessica currently serves as General Counsel and Director of Litigation for the America First Policy Institute, a think tank created by senior officials from the Trump Administration. In this role, she oversees the legal operations for the organization and brings litigation that furthers the American way of life and protects our Constitution. Previously, she served as a presidential appointee and senior official for the Trump Administration at the Department of Justice (DOJ). She was appointed by President Trump as the Director for the Office of Victims of Crime at the DOJ where she oversaw nearly $9 billion (funding financed by fines and penalties paid by convicted felons, not from taxpayer dollars). Her office provided the largest federal funding to combat domestic human trafficking. Before this role, she served as the Intergovernmental and Public Liaison for the DOJ. She previously worked for U.S. Senator Ted Cruz, the Texas House, the Harris County Republican Party, and started her career as a commercial litigation attorney at Bracewell & Giuliani, LLP in Houston. 

She currently serves as a Director of the Texas Lyceum, Youth Outreach Chair on the TFRW Board, and President of the Woodlands Republican Women. She previously served as the President of the Houston Young Lawyers Association and the Chair of the Houston Holocaust Museum’s Next Generation Leadership Board. In 2017, she was named a National Future 40 under 40 by MavPac, and in 2023 named 40 Under 40 by the Texas Federation of Republican Women. She graduated in the top of her class from Baylor Law School, where she also served as managing executive editor of the Baylor Law Review and was elected class president of her law school class all three years of law school.  She attended undergrad at the University of Texas at Austin where she double majored in Finance and Business Honors Program with a minor in government.

Jessica is married to Montgomery County Clerk Brandon Steinmann. Jessica and Brandon welcomed a baby boy, Luke, last October.

Future Plans

After leaving private practice, my goal has been to fight for our conservative values, whether it was in the Senate, during the Trump Administration at the Department of Justice, or currently leading America First Policy Institute's litigation. I will continue this fight wherever the need is the greatest. 

Why is the Future40 award unique?

We had a great class of Future40 back in 2017. I still keep in touch with people in my class and it's been great to see some of our careers overlap throughout the years.

What makes MavPAC special?

Even in a big city like Houston, it can be hard to find like-minded young professionals. Maverick PAC was that place for me, and so many of my political friendships first started at Maverick PAC.

Fun Fact

I started my freshman year of high school in Texas with a British accent. I was born in Houston, but lived in England when I was younger and moved back right before school started freshman year. Quite the change to go from a small town in England with 30 people in my class to a huge 5A Texas school. Although, the biggest shock was still the humidity.
