Emily Baldwin

As an Advocacy Manager at Arnold Ventures, Emily Baldwin (formerly Mooney) works to craft and advance advocacy campaigns and implement grant making strategies that promote evidence-based criminal justice policies at the state level.
Previously, Emily was the Senior Policy Manager on REFORM Alliance’s Advocacy team. In this role, she led state policy research, authored legislation, drafted policy negotiations, and provided technical assistance and support to legislators in multiple states.
Emily also served as a Resident Policy Fellow & Manager for the R Street Institute’s Criminal Justice Policy Team. In this role, she conducted policy research and outreach on juvenile justice, policing, corrections, and reentry policy, shaping the public debate and policy implementation.
Emily’s work has been published in outlets such as The Wall Street Journal, Washington Post, Dallas Morning News, and National Review. Emily has testified before state legislatures and the U.S. Commission on Civil Rights. She holds a master’s degree in public policy from the University of Virginia, where she also received her undergraduate degree and graduated with distinction.
